Dalam rangka mendukung pelaksanaan Keputusan Menteri ESDM No 30.K/HK.02/MEM.M/2021 Tentang Pedoman Penerapan Sistem Jaminan_Kuantitas (Quantity Assurance) pada setiap tahapan kegiatan operasional pemroduksian minyak dan gas bumi sampai dengan titik serah oleh Kontraktor Kontrak Kerja Sama dan Kepmen ESDM Nomor 6K/03/MEM/2020 tentang National Data Repository yang pada Diktum Kelima menyatakan bahwa data yang dihasilkan Produsen Data harus memenuhi Prinsip Satu Data Indonesia dan memenuhi quantity assurance, untuk meningkatkan kemampuan Sumber Daya Manusia khususnya yang terkait Minyak dan Gas Bumi, PT Inti Terra Prima (mitra PPSDM Migas ESDM) akan menyelenggarakan Bimbingan Teknis Kualifikasi Tenaga Ahli Profesional Quantity Assurance Migas yang mengacu kepada SNI 9040:2021 Sistem jaminan kuantitas untuk akuntabilitas dan transparansi alir kuantitas sub bidang migas – Persyaratan dan Keputusan Menteri Ketenagakerjaan Republik Indonesia Nomor 113 Tahun 2022 Tentang Penetapan standar kompetensi Kerja Nasional Indonesia (SKKNI) - Sistem Jaminan Kuantitas (Quantity Assurance).
Peserta Bimbingan Teknis ini akan mempelajari fundamental dasar dari quantity assurance sebagai dasar seorang dalam melaksanakan manajemen implementasi dan/atau manajemen pemeriksaan & penilaian (asesmen) pada kegiatan usaha hulu migas. Pembelajaran dilaksanakan di dalam kelas dengan pengajaran teori, studi kasus, latihan (praktik) dan diskusi. Bagi peserta yang lulus ujian dan memenuhi persyaratan akan memperoleh kualifikasi sebagai Profesional Quantity Assurance Migas.
Profesional Quantity Assurance Migas merupakan Individu yang berkualifikasi untuk memantau, menilai, mengevaluasi, memverifikasi, mendiskusikan, memutuskan, mengatasi, melaporkan dan mendokumentasikan kegiatan sistem jaminan kuantitas (quantity assurance) untuk memastikan persyaratan para pihak berkepentingan (Stakeholder), target perusahaan, peraturan, dan praktek-praktek industri dipenuhi dengan aman, efisien, efektif, dan dengan cara yang ramah lingkungan.
The Quantity Assurance is the application of planned and systematic approaches to ensure reasonable fairness of quantity assertion in a given context boundaries of economic asset. Participants in this course will learn the basics of quantity assurance, implementation management, and assessment management in upstream oil and gas production from subsurface potential to custody transfer points at surface facilities. There will be many examples of practical case studies presented to make it easier to understand each area of study of the quantity assurance system. Participants after attending this course are expected to have the knowledge and practical skills needed to manage implementation programs and assessments of Quantity Assurance that provide added value to the company and its stakeholders.
COURSE OUTLINE:This course consists of eighteen sessions, which use practical examples, to help you understand how to assess or apply various aspects of a quantity assurance system:
1. Overview of Upstream Oil & Gas in Indonesia, Technology, Standard/Codes, and Regulations
2. Introduction on Basic Quantity Assurance
3. Examining the status of potential utilization.
4. Observing the subsurface asset structure of upstream oil and gas.
5. Modeling/Establishing the QI control-elements.
6. Observing/Establishing the QI control-process
7. Testing the quantity discrepancy in the presentation of the potential utilization status of the upstream oil and gas.
8. Interpret the results of the verification and quantity discrepancy tests in presenting the status of potential utilization of the upstream oil and gas.
9. Clarifying QI in the upstream oil and gas.
10. Clarifying QI in capacity and installation of upstream oil and gas assets.
11. Clarifying QI in upstream oil and gas operations.
12. Clarifying QI in the upstream oil and gas production sector.
13. Clarifying QI in the field of commerciality of upstream oil and gas.
14. Clarifying QI in the financial sector of upstream oil and gas.
15. Clarifying QI in planning and development of upstream oil and gas.
16. Clarifying QI in the economic sector of upstream oil and gas.
17. Summarize the results of the verification and validation of the potential utilization status of upstream oil and gas based on QI.
18. Reporting the results of the verification and validation of the potential utilization status of upstream oil and gas based on QI.
